This does not look like a Toad for MySQL issue. If select microseconds(create_date)/1000 from zip returns 400. That is the value for the time according to the MySQL Server. I would be willing to bet that if you executed the same query from the mysql command line it would still return 400 since in this query what we are getting back from the server is just a number, there is no parsing going on. So unless you are somehow using Toad for MySQL to insert this value and it ends up being incorrect the problem is with either the application that is inserting the data or the server itself.
