I am aware that it is old post but since i got it in the google result someone else may find i useful. I resolved this issue by changing the default setting in my.cnf configuration file. Usually it is locate in the /etc/mysql/my.cnf or if you installed some bundled software like XAMPP or BITNAME then in the instalation directory look for the my.cnf file. change bind-address=127.0.0.1  to bind-address=your_server_ip this will allow remote access to you mysql database, so keep this in mind and enhance your security access to the server.
